The CN Webify WordPress theme demonstrates an approach to brand governance: configure approved design choices in the editing experience, close to the people publishing the content.

In the CN Webify theme configuration, I limit arbitrary color, font-size, and spacing choices. That puts the approved options where your content editors make decisions.
The tradeoff is less freedom to style each element independently. In return, your team has a defined set of choices to work with when publishing a page.
